Right to Access Information and Reuse of Information
Based on Article 3 of the Act on the Right of Access to Information (Official Gazette, No. 25/13, 85/15), the right of natural and legal persons to access information is regulated through the openness and public nature of the activities of public authorities.
The right to access information and reuse of information includes the user’s right to request and obtain information as well as the obligation of the public authority to enable access to the requested information or to publish information independently of a submitted request when such publication arises from an obligation prescribed by law or another regulation.
The right to access information and reuse of information is regulated and exercised in accordance with the Act on the Right of Access to Information (Official Gazette, No. 25/13, 85/15). The Act stipulates the principles of the right to access information and reuse of information, the restrictions on the right to access information and reuse of information, and the procedure for exercising and protecting the right to access information and reuse of information.
Information Officer
The Tourist Board of the City of Novi Vinodolski informs the public via its official website with documents and information in its possession that are publicly available in electronic form and can be accessed without submitting a special request, while access to all other information and documents is obtained by submitting a verbal or written request.
The right to access information and reuse of information is exercised by submitting a request to the information officer of the Tourist Board of the City of Novi Vinodolski in one of the following ways:

Conditions for reuse of information:
- The public authority provides the user with data for reuse without restrictions, for free use, and in an open format.
- In justified cases, the public authority may determine conditions for reuse. If conditions for reuse are set, their content and application must not unjustifiably limit the possibility of reuse, nor be used to restrict market competition.
- Conditions for reuse of information must not be discriminatory for the same or similar types of information, whether for commercial or non-commercial use.
- A public authority that reuses its own information as a basis for commercial activities that do not fall within its public mandate is subject to the same conditions as other users.
- The types and content of the permissions governing reuse, in accordance with standard open licenses, are regulated by an ordinance of the minister responsible for administrative affairs.
- The public authority is required to publish on its website the permissions defining the conditions for reuse, or links to such permissions, in accordance with standard open licenses.

Fee for Access to Information
The Tourist Board of the City of Novi Vinodolski is entitled to charge for the actual material costs incurred by providing information to the user of the right of access to information and reuse of information, as well as the cost of delivering the requested information, which is charged in accordance with the Criterion for Determining the Amount of Actual Material Costs and the Cost of Delivering Information (hereinafter: the Criterion), pursuant to Article 19(2) of the Act on the Right of Access to Information (Official Gazette, No. 25/13, 85/15).
The amount of actual material costs is determined as follows:
- copy of one page in A4 size – 0.03 euros
- copy of one page in A3 size – 0.07 euros
- color copy of one page in A4 size – 0.13 euros
- color copy of one page in A3 size – 0.21 euros
- electronic record on one CD – 0.53 euros
- electronic record on one DVD – 0.80 euros
- electronic record on a memory card, depending on the memory size: 27.87 euros for 64 GB 19.91 euros for 32 GB 15.93 euros for 16 GB 6.64 euros for 8 GB 3.98 euros for 4 GB
- conversion of one page of a document from physical to electronic form – 0.11 euros
- conversion of a recording from a videotape, audiocassette, or floppy disk into an electronic record – 0.13 euros
The delivery costs of information are charged according to the valid price list of regular postal services.
NOTE: For services not specified in the Criterion, the public authority determines the amount of the fee by including the average market price for the service, the depreciation costs incurred by the public authority, and the postal service costs. The delivery costs of information are charged according to the valid price list of postal services. The user of the right to information must pay the expected amount of the actual material costs in full in advance. If the user of the right to information fails to pay this amount within the specified deadline, it shall be considered that they have withdrawn the request. The Tourist Board of the City of Novi Vinodolski will issue the user of the right to information an invoice in accordance with the amount of the fee determined in the Criterion.
Fee for Reuse of Information
The Tourist Board of the City of Novi Vinodolski does not charge a fee for the reuse of information when the information is published on the official websites of public authorities or official portals, nor when information for reuse is exchanged among public authorities for the purpose of performing tasks within their scope.
According to Article 2 of the Regulation on the Costs of Reuse of Information (Official Gazette, No. 87/18), the Tourist Board of the City of Novi Vinodolski may charge the user for costs incurred based on the user’s request if one of the following conditions is met:
- the public authority providing data for reuse is predominantly financed from its own revenues, or
- the user requests information through which the public authority secures sufficient revenue to cover the costs of collecting, creating, reproducing, and publishing that information,
- point 2 is considered fulfilled if prescribed by law or by a regulation based on law, or if such an obligation arises from established administrative practice,
- it applies to a public authority that uses its information as the basis for commercial activities not falling within its public remit.
